Prepare for Federal Funding Opportunities Ahead!
The Bipartisan Infrastructure Law, also referred to as the Infrastructure Investment and Jobs Act, is one of the US federal government’s most significant climate investments yet. With 60 programs expected to deploy in the next 5-10 years, we can expect investments in clean energy jobs, climate resilience, and clean energy production to support the nation’s changing energy landscape. Through the Bipartisan Infrastructure Law, the Energy Efficiency Conservation Block Program (EECBG) was appropriated $550 million to deploy funding for states, local governments, and tribes to enhance energy efficiency in transportation, building, and other sectors.
How will EECBG funds be allocated?
The $550 million will be allocated as follows:
● 68% of the funds will be set aside for eligible local governments;
● 28% of the funds will be awarded to states;
● 2% will be set aside for Indian tribes; and
● 2% for competitive grants to ineligible local governments and Indian tribes.
What are the eligibility requirements?
● Local governments must be either: a) Cities with a population of at least 35,000 or is one of the ten highest populated cities in their state or, b) Counties with a population of at least 200,000 or the county is one of the ten highest populated counties in their state
● Indian tribes as defined in or established pursuant to the Alaska Native Claims Settlement Act
● State energy offices operating for the benefit of smaller local governments

What can local leaders do to prepare for these funds?
● Review the Department of Energy’s EECBG Eligible Uses
● Start identifying projects in your community that might be a good fit
● Notify your budget, finance, and legal teams that the funding is expected
● Reach out to your SoCalREN Project Manager to show your interest in pursuing energy efficiency projects using EECBG funding
